Whose shopping is in the inflation rate?
The inflation rate is not a figure from your receipt. It is an average over everything the households of a country buy.
For that, the statistical offices sort spending into twelve main groups, from food to services. Every group gets a weight, which is its share of the whole basket, and a price index of its own. One single rate comes out of the two.
Pick a group and you see what its prices did. The groups run far apart, and the average covers that up.
